LONDON--The start of the new Millennium will mean most people will not get to bed until well after midnight of December 31, 1999. Exactly one year before then, a certain group of people will be WORKING into the small hours as they endeavour to convert 11 European currencies into the euro at exchange rates to be announced in the afternoon of December 31, 1998.
